'Manual' grid definition is not always available. It seems to depend on grid size in the first place. 'Manual' is available only when the overall grid size (in x or y) is fine enough.
If this is intentional, what is then the reason?

the "Manual" option for the grid definition should always be accessible.
Following your description, I could reproduce a case where a defective grid (one sub-layer having zero grid elements) was produced and the "Manual" option was blocked when the maximum allowed number of grid elements was chosen too small. This case should be intercepted by the grid generator, resulting in an error message. I have filed a bug report, thanks for notifying us.
