Can you use specific location climate data when using the WUFI Passive Free version for a US based passive house project certification?

Yes. But there is no import option. sorry, not very handy, but the import is not available.

You have to type in the values for ambient temperature, and solar radiation in the Localization treenote in the Climate tab
